I have a Fed/Rom Sci captain, Silas, who is tear 3ish on romulan/omega/nukara rep. He has both time ships and some blue consoles and weapons.

I've never gone the science route before and I need advice on how to build and spec a good pvp ship using the romulan version of the Wells.

Haven't played in a couple months because I got stuck at lvl 12 and figuring out the day jobs was giving me a headache. lol!

Agreed, but in combination with the EMP to Shields, Omega and evasive you can speed tank as well until the cool down drops (reduced by the doff of course) to keep both of them up, practically constantly.

That being said I do like the direction you've taken with Engineer team.
