I agree with Quuantum and Rybo. Funds should not be used for repairs.
Here is something we had in our WoW guild and it worked great! Remember this was written for wow and I've not changed the verbaige.

For the new members of the guild, it appears as though we need some clarification regarding our policies regarding the guild bank. Our policies are really quite simple:
Don't put anything in the guild bank that you might get upset about if someone uses it for a different purpose (i.e. vendors for gold, gives to an alt, gives to a perfect stranger, makes a Lady Gaga outfit out of the various fish and baked goods).
Anything in the bank is free for you to take (within your set daily limit) for whatever purpose you'd like. If you need to skill up Enchanting, DE those greens for mats. If you need the cloth to skill up Tailoring, take all the Linen you'd like. If you are hard up on gold, take that Blue and put it in the AH.
Our logic here is that if we have no rules regarding the guild bank, there's no potential for any kind of drama or for anyone to be upset about anything. My personal opinion is that if you need gold that badly, sure sell the stuff. At the end of the day a guild member is getting the help he or she needs.
An unsaid rule is please use some judgment and wisdom when deciding what to put in the guild bank. Do you really think someone in the guild wants your 40 Rough Stone, Ice Cold Milk or Marks of the Illidari? If you see that stuff vanish fast it's because our Guild Bank Attendant Fairies regularly clean that stuff out and vendor it.
Guild bank withdrawals are limited to members who are not Authenticated. Sorry, but we get about one hacked person a quarter and it's quite annoying for me because all the stolen stuff gets mailed back to me. If you're not going to protect your account, you're not protecting our bank either and I feel like that entitles you to less priviledges.
