The Federation usually does not permit members with this level of secrecy to join Starfleet, however, since this species is trying to change it's xenophobic ways the Federation has decided to allow a single member to join as an ambassador. A thorough psychological examination of the ambassador has been conducted. He cooperated as much as he could and shows no indication of malicious intent.
No one except Edmund himself knows where he is from, or what his real name is. The ship he used to captain saved a Federation cruiser, the U.S.S. Gaull, from an overwhelming force of Orion pirates. Altough the Gaull was saved, Edmund's ship was destroyed and he was beamed over just in time. Due to the Gaull's transporter system being almost destroyed in the battle, only one person at a time could be beamed over and due lack of time, Edmund was the only one. His crew was lost.
The Gaull's universal translator was unable to understand Edmund. Edmund however, was able to quickly learn the languages spoken around him, but it wasn't near to properly understandable. So he managed to convince the ship's captain to take a look through the Gaull's public files so he could properly learn the languages spoken within the Federation - and learned everything he was allowed to read within one afternoon.
He realised his real name (or anything else in his native language) was not understandable for the people who had just saved him, nor for anyone else within the Federation so he choose a name for himself - Edmund, after the main character of a 1980's "tv series" from Great Britain on Earth that he liked.
He told the captain of the Gaull his people are usually not comfortable with meeting other intelligent species. Stories of gigantic empires who conquer or destroy everything in their path are still a huge part of his people's mythologies. When they first became capable of warp travel and set out to explore, they were shocked by how cruel other races are and decided they did not want to be part of the intergalactic community. They went back to their own solar system and developed technology that basically hides their system from anyone who is not wanted (basically anyone who is not of their race). Over the past decades curiosity has been making it's way back into the hearts of Edmund's people though and Edmund was chosen to captain a exploration ship. Being attacked by Orions themselves earlier on, Edmund set out to intervene when he saw they were attacking another ship.
The captain of the Gaull agreed to not bring Edmund back to his home planet. But this begged the question, what now? Edmund had absorbed all the public information on the Gaull and understood what the Federation was about. Recognizing that he and the Federation had similar goals (exploration) and that the Federation was actually an organisation that tried to do as the best they can whilst not being overly cruel, he decided to join the Federation - if his superiors would allow it of course.
But before he could contact his homeworld about the previous events and his new plan, Starfleet wanted to investigate if Edmund was trustworthy. So he was brought to Deep Space Nine where several psychological tests confirmed all he had told was the truth and that most probably would do extremely well as a Starfleet officer.
So he was brought to Earth, where he met the president of the Federation and together they got into contact with Edmund's homeworld (Edmund translated everything for the president). Edmund's superiors agreed that working with the Federation was to be best course, but didn't him to become an officer of the Federation to avoid loyalty conflicts, so they promoted him to ambassador instead. All the paperwork was made in order then and there and since then Edmund has been an outstanding member of the intergalactic community.
